Beginning in the late 60s, German psychologist Helmut Kentler set up a system that sent Berlin’s neglected children to live, long-term, with known paedophiles. He actively encouraged sexual relationships to form.

But this wasn’t some illegal, clandestine network: each placement was sanctioned and approved by the Berlin senate. And it carried on for more than 30 years.
